Our Mission

The mission of our organization is to promote the attraction, creation, retention, and expansion of businesses and to enhance our quality of life in Nebraska City and Otoe County.

Our Goals

Our number one priority is to provide economic development services which focus on the county’s priorities, supported by county-wide business and industry. We strive to meet these needs—by providing diverse job opportunities and increasing capital investment and growth of county-wide valuation—by focusing our efforts on industrial recruitment and retention, business development, entrepreneurship, leadership development and downtown redevelopment. We take our role as the County-wide leadership in economic development to heart. Working on identifying and promoting our county-wide opportunities most importantly by identifying, developing and marketing potential development sites throughout Otoe County.

Our Priorities

  • Assist current business and industry with retention and expansion needs
  • Identify, develop and market potential development sites in Otoe County
  • Actively assist and recruit potential employers who create quality jobs and who are best suited to the resources of Otoe County
  • Identify, recruit and assist entrepreneurs in the area
  • Work with local governmental entities on future development, land use and infrastructure needs
  • Educate the public about the importance of economic development to the future of the area
  • Assist with the growth of a quality, skilled local workforce
  • Work on a regional basis to promote the resources and quality of life in Southeast Nebraska

2008 Accomplishments

  • Completed Red Fox Run Industrial Park Conceptual Land Use Plan.
  • Completed Phase I Environmental Site Assessment on Morton House Kitchen’s property (NDEQ-Section 128a grant.)
  • Facilitated two loans through the Economic Development Loan Fund (EDLF) totaling $180,000 resulting in 15 new FTE positions and approximately $1,000,000 in capital investment.
  • Two loans ($40,000) through the LB840 fund resulted in the creation and retention of 3 FTE positions.
  • Facilitated the 2nd Annual Southeast Nebraska Regional Economic Development Summit (Peru State College).
  • Partnered in successful $250,000 Regional Innovation Grant application through the U.S. Department of Labor.
  • Partnered in successful $250,000 Downtown Revitalization Community Development Block Grant application through the Nebraska Department of Economic Development initiated Inventors, Investors & Entrepreneurs (I2E) Club with regional partners.

2009 Goals & Priorities

  • Secure funding through Building Entrepreneurial Communities Act grant ($67,000 application) to initiate a campaign of regional population recruitment and enhancement of the I2E Club.
  • Conduct Business Retention and Expansion surveys county-wide in conjunction with the Nebraska Dept. of Economic Development.
  • Identify and secure two development sites in Otoe County aligned with organization’s target industries.
  • Market area’s strengths, assets and opportunities through Lincoln Area Development Partnership programs, trade shows, and site consultant events.

Strategic Plan

The NCAEDC Board of Directors participates in strategic planning sessions biannually and prepares a working implementation plan.
